Public schools-student performance standards.

A BILL

 

for

 

 1  AN ACT relating to public school performance and graduation
 2  standards; modifying requirements for graduation as
 3  specified; imposing different types of student proficiency
 4  with respect to performance standards; imposing assessment
 5  duties upon school districts; and providing for an
 6  effective date.

 7 

 8  Be It Enacted by the Legislature of the State of Wyoming:

 9 

10         Section 1.  W.S. 21-2-304(a)(iii)(intro) and (iv),
11  21-3-110(a) by creating a new paragraph (xxii) and
12  21-9-101(b)(intro) are amended to read:

14         21-2-304.  Duties of the state board of education.

15 

16         (a)  The state board of education shall:

 1              (iii)  By rule and regulation and in consultation
 2  and coordination with local school districts, prescribe
 3  uniform student performance standards for the common core
 4  of knowledge and the common core of skills specified under
 5  W.S. 21-9-101(b) and promulgate uniform prescribe student
 6  performance standards for programs addressing the special
 7  needs of student populations specified under W.S.
 8  21-9-101(c) 21-9-101(c)(i) based upon each student's
 9  individualized education plan. Student performance
10  standards prescribed under this paragraph shall include
11  standards for graduation from any high school within any
12  school district of this state based upon performance or
13  mastery of the types of proficiency in the common core of
14  knowledge and common core of skills prescribed under W.S.
15  21-9-101(b) as demonstrated through an assessment system
16  developed by school districts pursuant to W.S.
17  21-3-110(a)(xxii). Graduation standards imposed under this
18  paragraph shall require the successful completion of the
19  following components, as evidenced by passing grades or by
20  the successful performance on competency-based equivalency
21  examinations:

23              (iv)  Establish, in consultation with local
24  school districts, through testing or other means, a

 1  requirement for each student to demonstrate mastery of one
 2  (1) of three (3) types of proficiency in the common core of
 3  knowledge and skills in order to earn a high school
 4  diploma.;The three (3) types of proficiency, as
 5  demonstrated through the assessment system implemented by
 6  the district, shall include:

 7 

 8                   (A)  Advanced;

 9 

10                   (B)  Honors;

11 

12                   (C)  General.

13 

14         21-3-110.  Duties of boards of trustees.

15 

16         (a)  The board of trustees in each school district
17  shall:

18 

19              (xxii)  Establish an assessment system to
20  demonstrate types of proficiency in the common core of
21  knowledge and the common core of skills prescribed under
22  W.S. 21-9-101(b) and (c), as required for graduation from
23  any high school in the district.

 1         21-9-101.  Educational programs for schools;
 2  standards; core of knowledge and skills; special needs
 3  programs; class size requirements; cocurricular activities.

 4 

 5         (b)  Each school district within the state shall
 6  provide educational programs sufficient to meet uniform
 7  student performance standards at the level types of
 8  proficiency established by the state board of education in
 9  the following areas of knowledge and skills:

11         Section 2.  This act is effective July 1, 2001.
