Prescription drug advisory committee.

A BILL
for
1 AN ACT relating to
prescription drugs; creating a
2
prescription drug advisory committee as specified;
3
specifying membership; requiring a report; and providing
4
for an effective date.

6 Be It Enacted by the Legislature of the State of Wyoming:

10 (a) There is
created a prescription drug advisory
11 committee. The committee shall
consist of the following:
12
13 (i) A
representative of the governor's office,
14 appointed by the governor;

1 (ii) The
director of the department of health or
2
his designee;
3
4 (iii) The
insurance commissioner or his
5
designee;
6
7 (iv) A physician
licensed in the state who is
8
appointed by the governor;
9
10 (v) A
pharmacist licensed in the state who is
11 appointed by the governor;
12
13 (vi) A dentist
licensed in the state who is
14 appointed by the governor;
15
16 (vii) A
representative of the pharmaceutical
17 industry who is appointed by the
governor;
18
19 (viii) Three (3)
consumers appointed by the
20 governor from among the general
public;
21
22 (ix) An attorney
engaged in private practice who
23 has expertise in business or
medicine, appointed by the
24 governor;

2 (x) Two (2)
members of the Wyoming senate, one
3
(1) each from the majority and minority parties, appointed
4
by the president of the senate;
5
6 (xi) Two (2)
members of the Wyoming house of
7
representatives, one (1) each from the majority and
8
minority parties, appointed by the speaker of the house;
9
10 (xii) Two (2)
health care providers licensed in
11 the state to prescribe medications,
who are not a physician
12 or a dentist.

14 (b) Members of
the committee appointed by the
15 governor may be removed by the
governor as provided in W.S.
16 9-1-202. Such members shall receive
no compensation, but
17 shall be reimbursed under W.S 9-3-102
and 9-3-103 for
18 travel and per diem expenses
incurred in the performance of
19 their duties.

21 (c) Legislative
members of the committee shall
22 receive salary and expenses as provided
in W.S. 28-5-101.

1 (d) The
committee shall review the costs of
2
prescription drugs in the state using health economists for
3
consultation as appropriate and alternatives to lower
4
prescription drug costs for citizens of the state, and
5
shall report to the joint labor, health and social services
6
interim committee no later than October 1, 2001 with
7
recommendations for legislative proposals to lower
8
prescription drug costs for Wyoming citizens.

10 Section 2. This act is
effective immediately upon
11 completion of all acts necessary for
a bill to become law
12 as provided by Article 4, Section 8
of the Wyoming
13 Constitution.
