A BILL
for
1 AN ACT relating to
energy development; establishing the
2
Wyoming energy commission to facilitate the development,
3
production, transportation, marketing and use of Wyoming's
4
coal, hydro, natural gas, oil, uranium, solar and wind
5
resources; developing, promoting and researching
6
conservation and renewal energy sources; providing for
7
reporting; providing for an appropriation; and providing
8
for an effective date.

10 Be It Enacted by the Legislature of the State of Wyoming:
11
12 Section 1. W.S. 30-6-601 is created to read:
13

2 (a) The Wyoming energy commission is created.
3
4 (b) The duties
and responsibilities of the commission
5
are:
6
7 (i) Developing
a comprehensive Wyoming state
8
energy policy;
9
10 (ii) Developing
and promoting the marketing of
11 both raw and beneficiated products
and services;
12
13 (iii) Endeavoring
to assure a reliable, abundant
14 and affordable supply of energy to
meet the needs of
15 Wyoming people, business and
industry;
16
17 (iv) To review
and where appropriate make
18 recommendations to streamline
permitting timetables for the
19 siting of power plants, transmission
lines, natural gas and
20 other energy pipelines;
21
22 (v) To explore
the potential, practicality and
23 market viability of establishing
additional power corridors
24 to move Wyoming generated
electricity to other markets, and

1 to
make recommendations to the legislature or an
2
appropriate state agency, statute or rule and regulatory
3
changes necessary to meet this goal;
4
5 (vi) Facilitating
and implementing policies to
6
maintain Wyoming's competitive energy potential as the BTU
7
capital of the western hemisphere;
8
9 (vii) Investigating mechanisms
to encourage
10 energy production and value added
energy development;
11
12 (viii) Communicating
with other states to
13 determine how Wyoming can help meet
their respective energy
14 needs;
15
16 (ix) Striving to
develop multi-state energy
17 efforts and consortiums as a way to
market Wyoming energy;
18
19 (x) Reviewing,
and where appropriate
20 recommending streamlining state
rules and regulations
21 relating to energy development
projects, while protecting
22 Wyoming's environment;

1 (xi) To
communicate Wyoming's energy potential
2
and willingness to provide to private sector developers,
3
state and local governments, federal agencies and utilities
4
dependable energy supplies;
5
6 (xii) Developing
and promoting the maximum use
7
of cost effective conservation and renewable energy
8
resources;
9
10 (xiii) Recommending
proposed research,
11 development and demonstration
projects and programs
12 necessary to evaluate the
availability and cost
13 effectiveness of conservation and
renewable resources in
14 Wyoming;
15
16 (xiv) Promoting
policies that maximize economic
17 benefits to the people of Wyoming
regarding the development
18 of Wyoming's energy resources.
19
20 (c) The
commission shall have up to fifteen (15)
21 members. The commission shall
consist of six (6) members of
22 the legislature, three (3) from each
house, to be appointed
23 by the leadership, two (2) from the
minority party. The
24 remainder of the commission shall be
appointed by the

1 governor
with the consultation of the senate minerals,
2
business and economic development committee of the
3
legislature.

5 (d) The
commission shall be administered and audited
6
by the office of the governor. The commission shall be paid
7
per diem in the same manner as the legislators.
8
9 (e) The
commission shall provide a preliminary
10 progress report to the joint
minerals, business and
11 economic development interim
committee by December 15,
12 2001.
13
14 (f) This
commission shall dissolve March 1, 2005
15 unless extended by the 2005
legislature.
16
17 (g) The Wyoming
energy commission is authorized to
18 seek and utilize matching grants,
private funding and other
19 federal government grants and
assistance to further the
20 purposes of the commission.
21
22 Section
2. There is appropriated from the general
23 fund one million dollars
($1,000,000.00) to the office of
24 the governor for the purposes of
this act.

2 Section 3. This act is effective immediately upon
3
completion of all acts necessary for a bill to become law
4
as provided by Article 4, Section 8 of the Wyoming
5
Constitution.
