JOINT RESOLUTION proposing to amend Article 4, Section 9

of the Wyoming Constitution to modify the partial veto

authority of the governor.

5 BE IT RESOLVED BY THE
LEGISLATURE OF THE STATE OF WYOMING,
6 two-thirds of all the members of the two houses, voting
7
separately, concurring therein:

9 Section 1. The following proposal to amend Wyoming
10 Constitution, Article 4, Section 9
is proposed for
11 submission to the electors of the
State of Wyoming at the
12 next general election for approval
or rejection to become
13 valid as a part of the Constitution
if ratified by a
14 majority of the electors at the
election:

16 Article
4, Section 9. Veto of items of
17 appropriations.

2 The
governor shall have power to disapprove of any item or
3
items or part or parts of any bill making
appropriations of 4
money or property embracing general appropriation bill
5 enacted pursuant to Article 3, Section
34 of this
6 Constitution, which embraces
distinct items, and the item
7 or items and part or parts
of the bill approved shall be
8
the law, and the item or items and part or parts
9
disapproved shall be void unless enacted in the following
10 manner: If the legislature be in
session he shall transmit
11 to the house in which the bill
originated a copy of the
12 item or items or part or parts
thereof disapproved,
13 together with his objections
thereto, and the items or
14 parts objected to shall be
separately reconsidered, and
15 each item or part shall then take
the same course as is
16 prescribed for the passage of bills
over the executive
17 veto.

2. The Secretary of State shall
endorse the
20 following statement on the proposed
amendment:

limit the governor's partial veto

authority (line item veto authority) to apply only to
4
general appropriations bills.
