legislature.

4 BE IT
RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
5 two-thirds of all the
members of the two houses, voting
6 separately, concurring therein:

Section 1. The following
proposal to amend Wyoming
9 Constitution, Article 3, Section 7 is proposed
for
10 submission to the electors of the State of Wyoming at
the
11 next general election for approval or rejection to
become
12 valid as a part of the Constitution if ratified by a
13 majority of the electors at the election:

15 Article 3, Section 7. Time and place of sessions.

(a) The legislature shall meet at the
seat of
3 government at twelve o'clock noon, on the second
Tuesday of
4 January of the odd-numbered years for general
and budget
5 session and may meet on the second Tuesday of
January of
6 the even-numbered years for budget session, and
at other
7 times when convened by the governor or upon call of the
8 legislature
as herein provided. The governor by
9 proclamation may also, in times of war or grave
emergency
10 by law defined, temporarily convene the legislature
at a
11 place or places other than the seat of government. The
12 legislature may
convene a special session not to last
13 longer than twenty
(20) working days as follows:

(i) Upon written request to
the presiding
16 officer of each house of the legislature by a majority of
17 the elected members of each house, the legislature shall
18 convene in special session; or
19

(ii) The presiding officers
of each house shall
21 also jointly call a special session for the purpose of
22 resolving a challenge or a dispute of any kind in the
23 determination of the presidential electors.

Section 2. The Secretary of State shall
endorse the
2 following statements on the proposed
amendments, with a
3 separate ballot question to be posed to
the voters for each
4 amendment to Article 3, Section 7(a)(i)
and section
5 7(a)(ii):

(a) The adoption of the amendment to Article 3,
8 Section 7(a)(i) would allow a majority of the
elected
9 members of each house to convene a special
legislative
10 session;
11

(b) The amendment to Article 3, Section 7(a)(ii)
13 would allow the legislative leaders of each house to
call a
14 special session to resolve a dispute or challenge to
15 determine the presidential electors;

(c) The governor's power to call a special
18 legislative session is not affected by these
amendments.
