FIFTY-SIXTH LEGISLATURE OF THE STATE OF WYOMING

2001 GENERAL SESSION

AN ACT relating to regional developmental preschool system
teachers; including employment as a teacher in the regional
development preschool system as school district service
credit; modifying the teacher seniority adjustment
computation under the foundation program formula to include
such service; and providing for an effective date.

Be It Enacted by the Legislature of the State of Wyoming:

Section 1.  W.S. 21-7-104(b) and 21-13-323(b)(ii) are
amended to read:

21-7-104. Employment of continuing contract teachers
on continuing basis; salary increases.

(b) Any teacher hired by a Wyoming school district
shall receive credit in accordance with that district's
salary schedule for all prior years of service obtained as
a teacher in any Wyoming school district or as a teacher in
the regional developmental preschool system defined by W.S.
21-2-701(a)(iii).

21-13-323. Teacher seniority; adjustment to
foundation program formula.

(b) The adjustment for the seniority level of
teachers pursuant to W.S. 21-13-309(n)(vii) shall be
computed for each district by multiplying the total number
of years of service of all teachers employed by the
district during the prior school year by the statewide
value for one (1) year of seniority, determined as
specified in the spreadsheets accompanying the February
1998 teacher seniority adjustment report provided by the
consultant performing the cost of education study, which is
on file with the legislative service office. The same

computation shall be made for each of the preceding two (2)
years and the average of the three (3) years shall be used
in making the computation. The adjustment computation under
this subsection shall be subject to the following:

(ii) The total years of teacher service for a
district for any school year shall not include any first
year teacher employed by the district. A first year teacher
is not included within a district's total years of teacher
service until completion of the initial year of employment.
Thereafter, that teacher shall be assigned one (1) year of
service for each year of employment within any Wyoming
school district in accordance with W.S. 21-7-104(b), the
regional developmental preschool system as defined by W.S.
21-2-701(a)(iii), or a school district of another state.
Not more than five (5) years service in another state shall
be credited. Service in the regional developmental
preschool system or in another state shall not be credited
under this paragraph prior to for any year in which the
teacher was not certified as a teacher in Wyoming or
another state;
