AN ACT relating to school
finance; modifying the required
dates for
undertaking and completing a reevaluation of the
cost based school
finance model; and providing for an
effective date.
Be It Enacted
by the Legislature of the State of Wyoming:
Section
1. Notwithstanding
1998 Wyoming Session Laws,
Chapter 2, Section 1101, the Management Council shall, in
accordance with recommendations of the state's cost of
education consultant in January 1998 reports to the state,
assign one (1) or more joint interim committees to
undertake a study to reevaluate the education resource
block grant model, as defined by W.S. 21-13-101(a)(xiv), to
determine if modifications are necessary to ensure it
remains cost-based in light of changing conditions and
modifications to law, and to the extent feasible, to
simplify it. The Council and the assigned interim
committees shall structure the study efforts to be
completed in time for the 2002 legislature to consider
legislation in response to study findings.
Section
2. Five
hundred thousand dollars ($500,000.00)
is appropriated from the general fund to the legislative
service office to fund the study required under section 1
of this act, including but not limited to legislative
committee meetings, staff support and consultants to the
legislature. Funds appropriated under this section shall be
expended only upon approval by the Management Council or
consistent with a budget approved by the Management
Council.

immediately upon
completion of all acts
necessary for a bill to become law
as provided by Article
4, Section 8 of the Wyoming
Constitution.
