FIFTY-FIFTH LEGISLATURE OF THE STATE OF
WYOMING
2001 BUDGET SESSION
A JOINT RESOLUTION proposing to amend
Article 3, Section 41
of the Wyoming
Constitution to provide that proposed
amendments to the
Wyoming Constitution shall not be
presented to the
governor for approval prior to submission
to the electors
of the state.
BE IT
RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
two-thirds
of all the members of the two houses, voting
separately, concurring
therein:
Section
1. The following proposal to amend Wyoming
Constitution, Article 3, Section 41 is proposed for
submission to the electors of the State of Wyoming at the
next general election for approval or rejection to become
valid as a part of the Constitution if ratified by a
majority of the electors at the election:
Article 3, Section 41. Resolutions; approval or veto.
Every order, resolution or vote, in
which the concurrence
of both houses may be
necessary, except on the question of
adjournment, or
relating solely to the transaction of the
business of the two
houses, shall be presented to the
governor, and before
it shall take effect be approved by
him, or, being
disapproved, be repassed by two-thirds of
both houses as
prescribed in the case of a bill. The
requirement for
presentation to the governor under this
section shall not
apply to a proposed amendment to this
constitution approved
by both houses of the legislature for
submission to the
electors of this state in accordance with
article 20, section 1
of this constitution.
Section 2. The Secretary of State
shall endorse the
following statement on
the proposed amendment:

amendment would provide that amendments to the Wyoming
Constitution proposed
by the Wyoming Legislature will be
submitted to the
electors of the state without prior
presentment to the Governor
for his approval or
disapproval.
