·               Removal of restrictions on nursing home bed construction; redo of reimbursement formulas so we don't get stuck with financial risk if someone overbuilds (treat small sole provider communities differently than competitive markets?) 

·               Oversight of rebasmg

·               Should reimbursement vary with acuity of patients?

·               Quality of care: interplay with reimbursement; excessive gov't regulations diverting skilled nursing staff from patient care to paperwork

·               Assisted living follow-up: to what extent will skilled nursing services be provided within the assisted living framework?
