Public schools-student performance standards.

A BILL
for
1 AN ACT relating to
public school performance and graduation
2 standards;
modifying requirements for graduation as
3
specified; imposing different types of student proficiency
4
with respect to performance standards; imposing assessment
5
duties upon school districts; and providing for an
6
effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:
9
10 Section 1. W.S. 21-2-304(a)(iii)(intro)
and (iv),
11 21-3-110(a) by creating a new
paragraph (xxii) and
12 21-9-101(b)(intro) are amended to
read:
13
14 21-2-304. Duties of the state board of education.
15
16 (a) The state board of education shall:

1 (iii) By rule and
regulation and in consultation
2 and
coordination with local school districts, prescribe
3
uniform student performance standards for the common core
4 of
knowledge and the common core of skills specified under
5
W.S. 21-9-101(b) and promulgate uniform standards for
6
programs addressing the special needs of student
7
populations specified under W.S. 21-9-101(c). Student
8
performance standards prescribed under this paragraph shall
9
include standards for graduation from any high school
10 within any school district of this state
based upon
11 performance or
mastery of the types of proficiency in
the
12 common core of knowledge and common core of
skills
13 prescribed under W.S. 21-9-101(b) as demonstrated through
14 an assessment
system developed by school districts pursuant
15 to W.S. 21-3-110(a)(xxii). Graduation standards imposed
16 under this paragraph shall require the
successful
17 completion of the following components, as
evidenced by
18 passing grades or by the successful
performance on
19 competency-based equivalency examinations:

21 (iv) Establish,
in consultation with local
22 school districts, through testing or other means, a
23 requirement for each student to demonstrate mastery of one
24 (1) of three (3)
types of proficiency in the common core of

knowledge and skills in order to earn a high school
2
diploma.;
The three (3) types of proficiency, as
3 demonstrated through the assessment system implemented by
4 the district, shall include:

6 (A) Advanced;
7
8 (B) Proficient;
9
10 (C) Individualized.

12 21-3-110. Duties of boards of trustees.
13
14 (a) The board
of trustees in each school district
15 shall:
16
17 (xxii) Establish an assessment system to
18 demonstrate types
of proficiency in the common core of
19 knowledge and the
common core of skills prescribed under
20 W.S. 21-9-101(b),
as required for graduation from any high
21 school in the
district.

1 21-9-101. Educational programs for
schools;
2 standards; core of
knowledge and skills; special needs
3 programs; class size
requirements; cocurricular activities.

5 (b) Each school
district within the state shall
6
provide educational programs sufficient to meet uniform
7
student performance standards at the level types of
8 proficiency established by the state board of
education in
9 the
following areas of knowledge and skills:

11 Section 2. This act is effective July 1, 2001.
