School finance-teacher seniority adjustment.

A BILL
for
1 AN ACT relating to
school finance; modifying allowable
2 teacher
service for teacher seniority adjustment
3
computations under the foundation program formula; and
4
providing for an effective date.

6 Be It Enacted by the Legislature of the State of Wyoming:
7
8 Section 1. W.S. 21-13-323(b)(ii) is amended to read:
9
10 21-13-323. Teacher seniority;
adjustment to
11 foundation program formula.
12
13 (b) The
adjustment for the seniority level of
14 teachers pursuant to W.S. 21-13-309(n)(vii)
shall be
15 computed for each district by multiplying
the total number
16 of years of service of all teachers employed
by the

district during the prior school year by the statewide
2
value for one (1) year of seniority, determined as
3
specified in the spreadsheets accompanying the February
4
1998 teacher seniority adjustment report provided by the
5
consultant performing the cost of education study, which is
6 on
file with the legislative service office. The same
7
computation shall be made for each of the preceding two (2)
8
years and the average of the three (3) years shall be used
9 in
making the computation. The adjustment computation under
10 this subsection shall be subject to the
following:
11
12 (ii) The total
years of teacher service for a
13 district for any school year shall not
include any first
14 year teacher employed by the district. A first year
15 teacher is not included within a district's
total years of
16 teacher service until completion of the
initial year of
17 employment.
Thereafter, that teacher shall be assigned one
18 (1) year of service for each year of
employment within any
19 Wyoming school district in accordance with
W.S.
20 21-7-104(b), a
private school licensed under W.S. 21-2-401
21 through 21-2-407,
or a school district of another
state.
22 Not more than five (5) years service in
another state shall
23 be credited. Service in a licensed private school or in
24 another state shall not be credited under
this paragraph

prior to any year in which the teacher was not certified as
2 a
teacher in Wyoming or another state;
3
4 Section 2. This act is effective July 1, 2001.
