Substance abuse control plan.

A BILL
for
1 AN ACT relating to
administration of the government;
2 authorizing
the department of health to create a substance
3
abuse control plan to reduce drug and alcohol abuse;
4
requiring a report; providing an appropriation; and
5
providing for an effective date.
6
7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 9-2-122 is created to read:
11 9-2-122. Substance abuse control plan.
12
13 (a) The
department of health shall develop a
14 detailed, comprehensive substance abuse
control plan for
15 prevention, early intervention and treatment
designed to

curb alcohol and controlled substance abuse in the state of
2
Wyoming.

4 (b) The
department of health may contract with any
5
entities or individuals to develop the plan. Any entity or
6
individual contracted with shall have a strong background
7 in
science, a knowledge of the particular conditions in
8
Wyoming and an ability to work with diverse stakeholders.
9 The
contractor shall possess an ability to produce
10 innovative solutions for the conditions in
Wyoming.
11
12 (c) The
substance abuse control plan developed by the
13 department of health or contractor shall
indicate the best
14 programs and methods of prevention, early
intervention,
15 control, treatment and aftercare which may
be utilized to
16 limit drug and alcohol problems in Wyoming.
17
18 (d) The
department of health or contractor shall
19 work, to the greatest extent feasible, in
collaboration
20 with the University of Wyoming statistical analysis
center
21 in determining appropriate data regarding
early warning
22 signs of substance abuse. Data obtained
shall be designed
23 to signal needs for prevention, early
intervention,
24 control, treatment and aftercare and shall
be obtained for

1 all
ages, from early childhood through adulthood.

Additionally, data shall be developed to support analysis
3 of
the effectiveness of substance abuse programs employed
4 by
the state and local communities.

6 (e) Based on
the data obtained pursuant to subsection
7 (d)
of this section, the department of health or contractor
8
shall make recommendations in the substance abuse control
9
plan for practical, science-based strategies for early
10 intervention into substance abuse problems.
The recommended
11 programs may deal either directly or
indirectly with the
12 substance abuse problem in Wyoming, but they
shall attempt
13 to create both short term and long term
effects which can
14 be sustained across the state by multiple
stakeholders. The
15 recommended programs, to the greatest extent
possible,
16 shall utilize and recommend how the services
of community
17 mental-health centers, social service
providers, local
18 health care providers, law enforcement,
corrections and any
19 other entities presently available in the
state of Wyoming
20 can better serve the state in responding to
substance abuse
21 problems.
The substance abuse control plan should decrease
22 the potential overlapping of these services
while
23 maintaining a collaborative effort among
state and local
24 governmental entities and other
organizations to assure

maximum leveraging of resources, including people and
2
money. The substance abuse control plan shall also include
3
recommendations to the executive, legislative and judicial
4
branches of the state of Wyoming regarding programs and
5
funding determinations which those entities may make.

7 (f) The
department of health shall report its
8
activities under this section to the governor and the joint
9
labor, health and social services interim committee not
10 later than October 1, 2001. The report shall
include a
11 review of the data obtained in developing
the substance
12 abuse control plan and an analysis of
similar data
13 available on the date of the report.

15 Section
2. Three
hundred thousand dollars
16 ($300,000.00) is appropriated from the
general fund to the
17 department of health for purposes of this
act.

19 Section
3. This act is effective
immediately upon
20 completion of all acts necessary for a bill
to become law
21 as provided by Article 4, Section 8 of the
Wyoming
22 Constitution.
