Regional developmental preschool teachers.

A BILL

 

for

 

 1  AN ACT relating to regional developmental preschool system
 2  teachers; including employment as a teacher in the regional
 3  development preschool system as school district service
 4  credit; modifying the teacher seniority adjustment
 5  computation under the foundation program formula to include
 6  such service; and providing for an effective date.

 7 

 8  Be It Enacted by the Legislature of the State of Wyoming:

 9 

10         Section 1.  W.S. 21-7-104(b) and 21-13-323(b)(ii) are
11  amended to read:

13         21-7-104.  Employment of continuing contract teachers
14  on continuing basis; salary increases.

 1              (b)  Any teacher hired by a Wyoming school district
 2  shall receive credit in accordance with that district's
 3  salary schedule for all prior years of service obtained as
 4  a teacher in any Wyoming school district or as a teacher in
 5  the regional developmental preschool system defined by W.S.
 6  21-2-701(a)(iii).

 7 

 8         21-13-323.  Teacher seniority; adjustment to
 9  foundation program formula.

11         (b)  The adjustment for the seniority level of
12  teachers pursuant to W.S. 21-13-309(n)(vii) shall be
13  computed for each district by multiplying the total number
14  of years of service of all teachers employed by the
15  district during the prior school year by the statewide
16  value for one (1) year of seniority, determined as
17  specified in the spreadsheets accompanying the February
18  1998 teacher seniority adjustment report provided by the
19  consultant performing the cost of education study, which is
20  on file with the legislative service office. The same
21  computation shall be made for each of the preceding two (2)
22  years and the average of the three (3) years shall be used
23  in making the computation. The adjustment computation under
24  this subsection shall be subject to the following:

 2              (ii)  The total years of teacher service for a
 3  district for any school year shall not include any first
 4  year teacher employed by the district. A first year teacher
 5  is not included within a district's total years of teacher
 6  service until completion of the initial year of employment.
 7  Thereafter, that teacher shall be assigned one (1) year of
 8  service for each year of employment within any Wyoming
 9  school district in accordance with W.S. 21-7-104(b), the
10  regional developmental preschool system as defined by W.S.
11  21-2-701(a)(iii), or a school district of another state.
12  Not more than five (5) years service in another state shall
13  be credited. Service in the regional developmental
14  preschool system or in another state shall not be credited
15  under this paragraph prior to any year in which the teacher
16  was not certified as a teacher in Wyoming or another state;

18         Section 2.  This act is effective July 1, 2001.
