Payroll check-off amendments.

A BILL

 

for

 

 1  AN ACT relating to state employee compensation; specifying
 2  purposes for which direct deductions from payroll payments
 3  may be made under payroll check-off programs; and providing
 4  for an effective date.

 5 

 6  Be It Enacted by the Legislature of the State of Wyoming:

 7 

 8         Section 1.  W.S. 9-3-101(e) is amended to read:

 9 

10         9-3-101.  Salaries; amount; date of payment.

11 

12         (e)  The state auditor and payroll officers for
13  employees of the department of transportation, the
14  University of Wyoming and community colleges may establish
15  payroll check-off programs for state employees under which
16  payments to third-parties are made directly from deductions
17  from state employee payroll payments for supplemental

 1  medical plans, disability plans, life insurance plans, and
 2  annuities, employee organizations and nonprofit charitable
 3  organizations. The state auditor  and other payroll
 4  officers authorized to establish a payroll check-off
 5  program may impose an initial fee of up to one thousand
 6  five hundred dollars ($1,500.00) for each deduction filed
 7  upon a third-party for which check-off payments are
 8  established and thereafter, may impose an annual fee of two
 9  dollars ($2.00) per enrolled employee.  The state auditor
10  and other payroll officers authorized to establish a
11  payroll check-off program may establish rules and
12  regulations to implement the program.

14         Section 2.  This act is effective July 1, 2001.
