Animal euthanasia technicians board.

A BILL
for
1 AN ACT relating to
professions and occupations;
2
establishing the animal euthanasia certification board as
3 specified;
authorizing the board to train, examine and
4
certify animal euthanasia technicians; specifying
5
eligibility criteria; granting rulemaking authority;
6
providing definitions; and providing for an effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:
9
10 Section 1. W.S. 33-30-216
through 33-30-218 are
11 created to read:
12
13 33-30-216. Animal euthanasia
certification board
14 created; composition; duties; rulemaking.
15
16 (a) There is
created an animal euthanasia
17 certification board to train, examine and
certify animal

euthanasia technicians and their employees. The board shall
2
consist of no fewer than five (5) members appointed by the
3
Wyoming state board of veterinary medicine. The membership
4 of
the board shall at all times include at least one (1)
5
practicing veterinarian and one (1) animal control officer.
6
Applicants to the board shall be certified euthanasia
7
technicians employed by an approved agency or society, or
8 be
a veterinarian licensed in this state.
9
10 (b) Terms of
members of the board shall be five (5)
11 years. Of the initial board, one (1) member
shall be
12 appointed for a term of one (1) year, one
(1) member for a
13 period of two (2) years, one (1) member for
a period of
14 three (3) years, one (1) member for a period
of four (4)
15 years and one (1) member for a period of
five (5) years.

17 (c) The animal
euthanasia certification board shall
18 train and examine every applicant for
certification as a
19 certified animal euthanasia technician and
may issue
20 certification on the basis of results of the
examination.
21 All examinees shall be tested by a written
examination
22 which may be supplemented by oral interviews
and practical
23 demonstrations as the board may
require. The board shall
24 adopt rules and regulations pursuant to the

W.S. 33-30-216 through 33-30-218.

4 33-30-217. Certified animal euthanasia
technicians,
5 eligibility; surrender of
certificate.

7 (a) Any person
who desires to be certified as an
8
animal euthanasia technician shall be sponsored by a law
9 enforcement agency, an animal control agency or an agency
10 or business that contracts with a governing
body for animal
11 euthanasia. The applicant shall make written
application to
12 the animal euthanasia certification board.
The application
13 shall be accompanied by:
14
15 (i) A fee in
the amount established pursuant to
16 rule and regulation, but not to exceed one
hundred dollars
17 ($100.00); and
18
19 (ii) Satisfactory proof that the applicant:
20
21 (A) Is of good moral character;
22
23 (B) Is a
citizen of the United States or is
24 lawfully admitted to remain and work in the
United States;

2 (C) Is employed
by a law enforcement
3
agency, an animal control agency or a society formed to
4
prevent the cruelty to animals;
5
6 (D) Has not
been convicted of any charge of
7
cruelty to animals, neglect of animals or any controlled
8
substance related offense.
9
10 (iii) Any other
information required by the
11 animal euthanasia certification board.

13 (b) The
certification issued under this section shall
14 continue in effect until surrendered by the
certified
15 animal euthanasia technician. The certified
animal
16 euthanasia technician shall surrender his
license when he
17 ceases to be employed by an approved agency
or business.

19 (c) The fee
received under subsection (a) of this
20 section shall be paid to the state treasury
and credited to
21 an account which shall be used to defray
costs incurred in
22 the administration of this act.

technicians,
2 definition; training.

4 (a) For
purposes of W.S. 33-30-216 through 33-30-218,
5
"certified animal euthanasia technician" means a person
6 employed
by a law enforcement agency, an animal control
7
agency or an agency or business which contracts with a
8
governing body for animal euthanasia, who:
9
10 (i) Is instructed in the following:
11
12 (A) Proper
methods of humanely euthanizing
13 injured, sick, homeless or unwanted animals;
14
15 (B) Proper security precautions;
16
17 (C) Other
skills as deemed appropriate and
18 necessary by the animal euthanasia
certification board.
19
20 (ii) Is
certified by the animal euthanasia
21 certification board; and
22
23 (iii) Is
registered with the state board of
24 pharmacy to possess and administer sodium
pentobarbital.
