Veteran's sticker on license plates.

A BILL

 

for

 

 1  AN ACT relating to motor vehicles owned by veterans;
 2  authorizing issuance of a special registration sticker as
 3  specified; establishing the cost for the veteran's
 4  registration sticker as specified; providing for the
 5  distribution of fees; and providing for an effective date.

 6 

 7  Be It Enacted by the Legislature of the State of Wyoming:

 8 

 9         Section 1.  W.S. 31-2-204(b), 31-2-215 by creating a
10  new subsection (d), 31-2-216 by creating a new subsection
11  (h), 31-2-217 by creating a new subsection (h), 31-3-102(a)
12  by creating a new paragraph (xix) and 31-3-103 by creating
13  a new subsection (m) are amended to read:

15         31-2-204.  Issuance of certificates of registration
16  and license plates by county; form.

 1         (b)  Except as otherwise provided, license plates
 2  shall be of metal not less than twelve (12) inches long in
 3  the left-hand end of which shall be arabic numerals for the
 4  county in which issued, followed by the bucking horse and
 5  rider emblem and a distinctive number assigned to the
 6  vehicle, set forth in numerals and letters as determined by
 7  the department and above or underneath such numerals shall
 8  be the word "Wyoming" and arabic numerals for the year of
 9  issue or validation. License plates issued to dealers and
10  for trailers shall contain appropriate identification which
11  may be in lieu of the bucking horse and rider emblem.
12  License plates shall be changed or validated annually.
13  There shall be a marked contrast between the color of the
14  plate and that of the numerals and letters and the
15  background of all plates shall be fully reflectorized.
16  Motorcycle plates shall not be less than three (3) inches
17  wide and six (6) inches long. Antique license plates shall
18  bear no date and shall bear the inscription "Pioneer Wyo".
19  License stickers for trucks and trailers used by any farmer
20  or rancher for the transportation of livestock, feed or
21  unprocessed agricultural products owned and produced by the
22  farmer or rancher from the place of production to market
23  and of ranch supplies intended solely for the use of the
24  farmer or rancher, and not for sale, on the return trip,

 1  and not for the transportation of goods and persons for
 2  hire shall bear the inscription "Farm". License stickers
 3  for vehicles owned by military veterans, upon application,
 4  verification by the Wyoming veterans' affairs commission
 5  that the veteran was honorably discharged from service and
 6  payment of the fee specified in W.S. 31-3-102(a)(xix),
 7  shall bear the inscription "Veteran" and designating the
 8  conflict service of the veteran. Upon receipt by the
 9  veteran of the written verification from the Wyoming
10  veterans' affairs commission as specified in this
11  subsection, the veteran shall submit the written
12  verification along with his application to the county
13  treasurer for a "veteran" registration sticker.

15         31-2-215.  Disabled veteran's license plates.

16 

17         (d)  A veteran who qualifies for a special license
18  plate under this section may apply to the county treasurer
19  for a veteran registration sticker authorized under W.S.
20  31-2-204(b) for each vehicle owned and registered under the
21  name of the veteran. Upon verification by the Wyoming
22  veterans' affairs commission that the veteran was honorably
23  discharged from service and specifying the conflict service
24  of the veteran, the county treasurer shall issue the

 1  veteran registration sticker for each vehicle for which the
 2  fee specified in W.S. 31-3-102(a)(xix) was paid.

 4         31-2-216.  Special plates; former prisoners of war.

 5 

 6         (h)  A veteran who qualifies for a special license
 7  plate under this section may apply to the county treasurer
 8  for a veteran registration sticker authorized under W.S
 9  31-2-204(b) for each vehicle owned and registered under the
10  name of the veteran. Upon verification by the Wyoming
11  veterans' affairs commission that the veteran was honorably
12  discharged from service and specifying the conflict service
13  of the veteran, the county treasurer shall issue the
14  veteran registration sticker for each vehicle for which the
15  fee specified in W.S. 31-3-102(a)(xix) was paid.

17         31-2-217.  Special plates; Pearl Harbor survivors;
18  national guard members; purple heart recipients.

20         (h)  A veteran who qualifies for a special license
21  plate under this section may apply to the county treasurer
22  for a veteran registration sticker authorized under W.S
23  31-2-204(b) for each vehicle owned and registered under the
24  name of the veteran. Upon verification by the Wyoming

 1  veterans' affairs commission that the veteran was honorably
 2  discharged from service and specifying the conflict service
 3  of the veteran, the county treasurer shall issue the
 4  veteran registration sticker for each vehicle for which the
 5  fee specified in W.S. 31-3-102(a)(xix) was paid.

 7         31-3-102.  Miscellaneous fees.

 8 

 9         (a)  The following fees shall be collected for the
10  instruments or privileges indicated:

11 

12              (xix)  Veteran registration sticker
13                                              Cost, plus $10.00

14 

15         31-3-103.  Distribution of fees; refunds.

16 

17         (m)  Of the fees collected under W.S.
18  31-3-102(a)(xix):

19 

20              (i)  The fees associated with the cost of
21  manufacture shall be distributed to the highway fund; and

22 

23              (ii)  Ten dollars ($10.00) shall be distributed
24  to the veterans' affairs commission expendable trust fund.
