Telecommunications policy.

A BILL
for
1 AN ACT relating to the
state telecommunications council;
2 changing
the composition of the council; modifying the
3
duties of the council; and providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:
6
7 Section
1. W.S. 9-2-1026.2(f) and (m)(intro) and by
8
creating new paragraphs (iii) through (ix) is amended to
9
read:
10
11 9-2-1026.2. State telecommunications
council;
12 membership; vacancies; chairman; expenses; duties;
13 information technology division to assist; cooperation with
14 other entities; annual report.

1 (f) The state
telecommunications council is
2
established and shall be comprised of nine
(9) eight (8)
3
members appointed by the governor from the public at-large
4 and
approved by the senate and one (1) member who is a
5 legislator and appointed by the governor. Members
approved
6 under
this subsection shall have demonstrated an interest
7 and
involvement with telecommunications issues through
8 participation
in business, public and postsecondary
9 education,
government, libraries or other entities involved
10 in the dissemination or receipt of
information and shall
11 reflect the diverse needs of
telecommunications in Wyoming.

13 (m) The council
shall: develop
goals and plans, both 14
long
range and short range, to meet the telecommunication 15
needs
of the state and its citizens, in consultation with:
16
17 (iii) Establish and coordinate statewide
18 telecommunications
policy including telemedicine and
19 wireless
services and systems;
20
21 (iv) Bring together state, local, business,
22 industry,
education and health care agencies to address
23 shared
telecommunications interests;

1 (v) Assist in the
development of plans for
2 public and private telecommunications
systems including
3 telemedicine and wireless services and
systems;
4
5 (vi) Study, evaluate
and advise the governor,
6 the legislature, state agencies,
institutions of higher
7 education and local governments on matters
of
8 telecommunications policy including
telemedicine, wireless
9 services and systems including
telecommunications
10 procurement
practices;
11
12 (vii) Assist in the development of proposed
13 legislation
relating to telecommunications including
14 telemedicine
and wireless services and systems;
15
16 (viii) Coordinate telecommunications grant
17 requests
to the federal government, support national
18 information
infrastructure telecommunications proposals and
19 serve
as an information clearinghouse for the public and
20 private
sectors about innovative telecommunications and
21 telemedicine
projects, programs and demonstrations;
22
23 (ix) Advocate economic development, state agency
24 and
higher education concerns in proceedings of the

1 corporation commission and coordinate regional and North
2 American free trade and economic
development issues
3 relating to telecommunications.

5 Section 2. W.S. 9-2-1026.2(m)(i) and (ii) is
6
repealed.

8 Section 3. This act is effective July 1, 2001.
