Education-one time bonus payments.

A BILL
for
1 AN ACT relating to
school districts; appropriating funds to
2
provide district teaching and professional staff a one-time
3 salary
bonus; directing the state superintendent to
4
distribute amounts as specified; imposing a reporting
5
requirement; and providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1.

11 (a) Thirty-three million
dollars ($33,000,000.00) is
12 appropriated from the general fund
to the state
13 superintendent to be distributed to
school districts in
14 accordance with this section.
15
16 (b) On or before September 28,
2001, the state
17 superintendent of public instruction
shall distribute

1 amounts to each school
district sufficient to provide each
2
member of the district's teaching and professional staff a
3
salary bonus of four thousand dollars ($4,000.00). The
4
salary bonus shall apply only to the 2001-2002 school year
5
and to each eligible person employed by the district for
6
that school year.

8 (c) Nothing in this section shall prohibit any
9
district from applying the salary bonus amounts distributed
10 under this section in a manner and
to those employees as
11 the district board determines to be
in the best interests
12 of the district.

14 (d) Any employee terminating
employment with the
15 district before completion of the
2001-2002 school year and
16 receiving a bonus amount under this
section shall have the
17 bonus amount withheld from his final
salary payment. The
18 district shall refund to the state
superintendent the
19 amount of any bonus payments not
awarded or otherwise not
20 paid by the district as provided by
this subsection.

22 (e) As used in this section,
"teaching and
23 professional staff" includes
any person employed by the
24 district as a part of its teaching
and professional staff

1 for whom certification
is required as a condition of
2
employment as a certified professional employee, excluding
3
certified and noncertified administrative staff.

5 (f) On or before December 31, 2001, the state
6
superintendent shall report to the legislature the amounts
7
distributed under this section, clearly identifying the
8
amounts and percentages distributed by districts to
9
teachers, administrators and other certified professional
10 staff.

12 Section 2. This act is effective July 1, 2001.
