County property tax limit.

A BILL

 

for

 

 1  A JOINT RESOLUTION proposing to increase the property tax
 2  limit for county revenue and authorizing additional
 3  increases upon a vote of the people.

 4 

 5  BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
 6 
two-thirds of all the members of the two houses, voting
 7  separately, concurring therein:

 8 

 9        Section 1.  The following proposal to amend Wyoming
10  Constitution, Article 15, Section 5 is proposed for
11  submission to the electors of the State of Wyoming at the
12  next general election for approval or rejection to become
13  valid as a part of the Constitution if ratified by a
14  majority of the electors at the election:

16        Article 15, Section 5.  County levies limited.

 1  For county revenue, there shall be levied annually a tax
 2  not to exceed twelve sixteen (16) mills on the dollar for
 3  all purposes including general school tax, exclusive of
 4  state revenue, except for the payment of its public debt
 5  and the interest thereon.  The sixteen (16) mill limitation
 6  imposed by this section may be increased to not more than
 7  twenty (20) mills on the dollar if the proposition to
 8  increase the limitation is submitted at a general election
 9  to a vote of the people of the county and approved by a
10  majority of electors voting on the proposition. Elections
11  under this section shall be conducted as provided by law.

13        Section 2.  The Secretary of State shall endorse the
14  following statement on the proposed amendment:

16  This amendment would increase the maximum property tax for
17  county revenue from twelve (12) to sixteen (16) mills on
18  the dollar. That limitation could be increased to as much
19  as twenty (20) mills for individual counties if the people
20  of the county vote to approve the higher limit. The
21  approval would require a majority vote of those voting on
22  the proposition.
