Two-thirds vote on a supplemental budget request.

 1  A JOINT RESOLUTION proposing to require a two-thirds vote
 2  for supplemental budget requests.

 3 

 4 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
 5  two-thirds of all the members of the two houses, voting
 6  separately, concurring therein:

 7 

 8         Section 1.  The following proposal to amend Wyoming
 9  Constitution, Article 3, Section 6 is proposed for
10  submission to the electors of the State of Wyoming at the
11  next general election for approval or rejection to become
12  valid as a part of the Constitution if ratified by a
13  majority of the electors at the election:

15         Article 3, Section 6.  Compensation of members;
16  duration of sessions.

 1  The legislature shall not meet for more than sixty (60)
 2  legislative working days excluding Sundays during the term
 3  for which members of the house of representatives are
 4  elected, except when called into special session. The
 5  legislature shall determine by statute the number of days
 6  not to exceed sixty (60) legislative working days to be
 7  devoted to general and budget session, respectively. The
 8  legislature shall meet on odd-numbered years for a general
 9  and budget session. The legislature may meet on even-
10  numbered years for budget session. During the budget
11  session no bills except the budget bill may be introduced
12  unless placed on call by a two-thirds vote of either house.
13  During the general and budget session no bills relating to
14  supplemental budget requests may be introduced unless
15  placed on call by a two-thirds vote of either house.  The
16  legislature shall meet for no more than forty (40)
17  legislative working days excluding Sundays in any (1)
18  calendar year, except when called into special session. The
19  compensation of the members of the legislature shall be as
20  provided by law; but no legislature shall fix its own
21  compensation.

23         Section 2.  The Secretary of State shall endorse the
24  following statement on the proposed amendment:

 2         The adoption of this amendment would require a two
 3  thirds vote of one of the houses of the legislature in
 4  order to introduce any bill relating to supplemental budget
 5  requests during the odd-numbered year session known as the
 6  "general and budget session."  Under current provisions no
 7  introduction vote is required.
