Appropriation to the permanent mineral trust fund.

A BILL

 1  AN ACT relating to administration of government;
 2  appropriating funds to the permanent Wyoming mineral trust
 3  fund; specifying procedures for transferring funds; and
 4  providing for an effective date.

 5 

 6  Be It Enacted by the Legislature of the State of Wyoming:

 7 

 8         Section 1.  Subject to the provisions of this section,
 9  there is appropriated to the permanent Wyoming mineral
10  trust fund four hundred one million five hundred thirty-
11  nine thousand eight hundred seventy-eight dollars
12  ($401,539,878.00). The state treasurer shall effectuate
13  this appropriation by transferring two hundred million
14  dollars ($200,000,000.00) from the general fund to the
15  permanent Wyoming mineral trust fund on or before June 30,
16  2001. The remainder of the appropriation shall be

 1  transferred by the state treasurer from the general fund to
 2  the permanent Wyoming mineral trust fund on or before June
 3  30, 2002. To the extent that insufficient unobligated funds
 4  are within the general fund to fulfill the appropriation
 5  under this section, unobligated funds shall be transferred
 6  to the general fund first from the legislative government
 7  royalty impact assistance account, next from the statutory
 8  reserve account and then from the budget reserve account as
 9  necessary to complete the appropriation. If necessary to
10  retain a balance of at least fifteen million dollars
11  ($15,000,000.00) in unobligated funds in the budget reserve
12  account, the appropriation under this section shall be
13  reduced by the amount of funds necessary to retain that
14  minimum balance.

16         Section 2.  This act is effective immediately upon
17  completion of all acts necessary for a bill to become law
18  as provided by Article 4, Section 8 of the Wyoming
19  Constitution.
