A BILL

 

for

 

 1  AN ACT relating to health benefits of certain university
 2  extension service employees who also hold federal civil
 3  service appointments; permitting all university extension
 4  service employees who hold federal civil service
 5  appointments and who are required to participate in federal
 6  civil service retirement to continue to elect to
 7  participate in the federal employees’ health insurance
 8  program; providing a statement of purpose; and providing
 9  for an effective date.

11  Be It Enacted by the Legislature of the State of Wyoming:

13         Section 1.  W.S. 9-3-210(d) is amended to read:

 1         9-3-210.  Amount of state's contribution; estimates
 2  submitted to state budget officer; specified employees
 3  participation in federal program.

 4 

 5         (d)  Until July 1, 2004, Notwithstanding any other
 6  provision contained in W.S. 9-3-201 or the State Employees'
 7  and Officials' Group Insurance Act, employees of the
 8  agricultural extension service of the University of Wyoming
 9  who hold federal civil service appointments and are
10  required to participate in federal civil service retirement
11  may elect to participate in the federal employees' health
12  insurance program. For eligible employees participating in
13  the federal employees' health insurance program the state
14  shall contribute monthly an amount toward the federal
15  employees health insurance program costs which is in excess
16  of the federal contribution thereto but which does not
17  exceed the amount which would otherwise be paid under
18  subsection (a) of this section if the employee were
19  enrolled in the state group insurance plan.

21         Section 2.  Employees of the University of Wyoming
22  extension service who received federal civil service
23  appointments before 1982 were required to participate in
24  the federal retirement system.  Under W.S. 9-3-210(d), they

 1  were given the option to participate in the state's health
 2  insurance system or participate in the federal health
 3  insurance program. The purpose of this act is to continue
 4  the effectiveness of W.S. 9-3-210(d) until university
 5  cooperative extension employees with pre-1982 civil service
 6  appointments retire or cease to be holders of such a
 7  federal civil service appointment at the university.

 9         Section 3.  This act is effective July 1, 2001.
