A BILL
for
1 AN ACT relating to state
employees' and officials' group
2
health insurance; creating a reserve account; providing for
3
interest from funds in the reserve account to be used to
4
reduce state employees' and officials' health insurance
5
premiums; providing for funding of the account;
6
appropriating funds; and providing for an effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:
9
10 Section 1. W.S. 9-3-210 by creating a new subsection
11 (e), 9-3-213 by creating a new
subsection (d) and 9-4-207
12 by creating a new subsection (d) are
amended to read:
13
14 9-3-210. Amount of state's
contribution; estimates
15 submitted to state budget officer; specified employees
16 participation in federal program.

2 (e) In addition to
other contributions provided for
3 in this section, interest from funds
deposited in the state
4 employees' and officials' health
insurance reserve account
5 pursuant to W.S. 9-4-207(d) and from
funds otherwise
6 appropriated to the account is
continuously appropriated to
7 and shall be used by the board to
reduce state employees'
8 and officials' health insurance
premiums under this act.

10 9-3-213. Treasurer of monies; bond;
deposit in trust
11 and agency fund of premium cost payments, dividend payments
12 and return of premiums; expenditures; investment of excess
13 portions.

15 (d) In addition to funds remitted by the board
16 pursuant
to this section, the state treasurer shall
17 transfer
to the trust and agency fund interest from the
18 state
employees' and officials' health insurance reserve
19 account
as provided by W.S. 9-3-210(e) to be used in
20 accordance
with this act.

22 9-4-207. Disposition of unexpended appropriations.

1 (d) All funds which
would otherwise lapse pursuant to
2 subsection (a) of this section at the
end of the fiscal
3 biennium ending June 30, 2002 shall be
deposited by the
4 state treasurer in a state employees' and
officials' group
5 health insurance reserve account
within the earmarked
6 revenue fund.

8 Section 2. There is appropriated from the
general
9
fund six million five hundred thousand dollars
10 ($6,500,000.00) to the state employees' and
officials'
11 health insurance reserve account.
12
13 Section 3. This act is effective immediately upon
14 completion of all acts necessary for a bill
to become law
15 as provided by Article 4, Section 8 of the
Wyoming
16 Constitution.
