A BILL
for
1 AN ACT relating to
public utilities; creating a select
2
committee to review telecommunications regulation;
3 requiring
a report; providing an appropriation; providing
4 for
termination of the committee; and providing for an
5
effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

11 (a) There is
created a select committee on
12 telecommunications consisting of the
following members:
13
14 (i) Three (3)
members of the Wyoming senate
15 appointed by the president of the senate,
not more than two
16 (2) of whom shall be members of the same
political party.

1 The
president of the senate shall appoint a senate
2
cochairman of the committee;
3
4 (ii) Three (3)
members of the Wyoming house of
5
representatives appointed by the speaker of the house, not
6
more than two (2) of whom shall be members of the same
7
political party. The speaker shall appoint a house
8
cochairman of the committee.

10 (b) Staff
services for the committee shall be
11 provided through the legislative service
office. State
12 agencies shall cooperate with the committee
to the extent
13 necessary for the committee to perform its
duties.
14
15 (c) The
committee shall review the regulation of the
16 telecommunications industry in Wyoming,
including existing
17 state and federal regulation. The review
shall include, but
18 is not limited to, telecommunications rates
charged
19 consumers including methodologies for
establishing those
20 rates and alternative methodologies. The
committee shall
21 report its findings and any recommendations
for legislation
22 to the legislature not later than December
1, 2001. The
23 committee shall terminate effective December
1, 2001.

1 (d) There is
appropriated from the general fund to
2 the
legislative service office fifteen thousand dollars
3
($15,000.00) or as much thereof as is necessary to be
4
expended for purposes of this act.

6 Section 2. This act is effective immediately upon
7
completion of all acts necessary for a bill to become law
8 as
provided by Article 4, Section 8 of the Wyoming
9
Constitution.
