A BILL

1 AN ACT relating to
public health and safety; authorizing

municipalities and counties to restrict outdoor lighting;
3 and
providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:

7 Section
1. W.S. 15-1-103(a) by creating a
new
8
paragraph (l) and 18-2-101(a) by creating a new paragraph
9
(viii) are amended to read:
10
11 15-1-103. General powers of governing bodies.
12
13 (a) The governing bodies of all cities and towns may:
14
15 (l) Adopt ordinances regulating the types,
16 kinds,
construction, installation and uses of outdoor

1 electrically powered illuminating devices, lighting
2 practices and systems in order to reduce light
pollution
3 and light
trespass.

5 18-2-101. General powers.

7 (a) Each
organized county in the state is a body
8 corporate
and politic. The powers of the county shall be
9
exercised by a board of county commissioners which may:
10
11 (viii) Adopt
resolutions regulating the types,
12 kinds, construction, installation
and uses of outdoor
13 electrically powered illuminating
devices, lighting
14 practices and systems in order to
reduce light pollution
15 and light trespass.

17 Section 2. This act is effective July 1, 2001.
