A BILL
for
1 AN ACT relating to
public schools; requiring schools to
2 begin
the school year the day after Labor Day; and
3
providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:
6
7 Section 1. W.S. 21-4-301 is amended to read:
8
9 21-4-301. Schools to be free and accessible
to all
10 children; minimum school year.
11
12 Except as otherwise provided
by law, the public schools of
13 each school district in the state shall at
all times be
14 equally free and accessible to all children
resident
15 therein of five (5) years of age as of
September 15 of the
16 applicable school year and under the age of
twenty-one

1 (21), subject to regulations of the board of trustees. Each
2
school district shall operate its schools and its classes
3 for
a minimum of one hundred seventy-five (175) days each
4
school year, unless an alternative
schedule has been
5
approved by the state board, and shall begin
each school
6 year on the first Tuesday following Labor Day as observed
7 under W.S. 8-4-101(a)(v). Prior to submission of a
proposed
8 alternative
schedule to the state board, the board of
9 trustees
shall hold at least two (2) advertised public
10 meetings within the district, at which the
board shall
11 present the proposed alternative schedule
and respond to
12 public questions and comments. Any school
district
13 operating under an alternative schedule
shall annually
14 evaluate the effectiveness of that schedule
in meeting the
15 educational goals and purposes for which the
schedule was
16 adopted.

18 Section 2. This act is effective July 1, 2001.
