A BILL

 

for

 

 1  AN ACT relating to public schools; authorizing the state
 2  superintendent to provide funds to school districts to
 3  compensate teachers and administrators for attending summer
 4  professional development training; imposing application
 5  requirements and prescribing payment conditions; providing
 6  an appropriation; and providing for an effective date.

 7 

 8  Be It Enacted by the Legislature of the State of Wyoming:

 9 

10         Section 1.

12         (a)  Any school district may apply to the state
13  superintendent for payments to teachers and administrators
14  employed by the district who attend and receive
15  professional development training approved by the district
16  that is held during summer months between school years.
17  Application shall be made on a form and in a manner

 1  required by the state superintendent. Professional
 2  development training eligible for payments under this
 3  section shall be limited to training addressing the
 4  implementation of education programs based upon the uniform
 5  standards for educational programs prescribed under W.S.
 6  21-9-101 and 21-9-102.

 8         (b)  Upon receipt of an application from a district
 9  under subsection (a) of this section, the state
10  superintendent shall review the application, ensure the
11  professional development training received complies with
12  the requirements of this section and issue payments to the
13  applicant district subject to the following:

15              (i)  Application shall be received by the state
16  superintendent not later than September 1 following the
17  summer training period for which payments are requested;

18 

19              (ii)  The amount requested for any one (1)
20  participating teacher or administrator shall be limited to
21  one hundred fifty dollars ($150.00) per day of training and
22  one thousand five hundred dollars ($1,500.00) during any
23  one (1) summer training period;

 1              (iii)  Payments shall be made by the state
 2  department of education to districts on or before October
 3  15 following the summer training period for which payments
 4  are requested under this section.

 5 

 6         Section 2.

 7 

 8         (a)  For the period beginning July 1, 2001, and ending
 9  June 30, 2002, three million three hundred seventy-five
10  thousand dollars ($3,375,000.00) is appropriated from the
11  general fund to the state superintendent to provide
12  payments to school districts as authorized under section 1
13  of this act.

15         (b)  Not more than one percent (1.0%) of the amount
16  appropriated under subsection (a) of this section shall be
17  expended by the state superintendent for the administration
18  of section 1 of this act.

19 

20         Section 3.  This act is effective July 1, 2001.
