Wyoming energy commission.

A BILL
for
1 AN ACT relating to
energy development; establishing the
2
Wyoming energy commission to facilitate the development,
3 production,
transportation, marketing and use of Wyoming's
4
coal, hydro, natural gas, oil, uranium, solar and wind
5
resources; providing for reporting; providing for an
6
appropriation; and providing for an effective date.
7
8 Be It Enacted by the Legislature of the State of Wyoming:
9
10 Section 1. W.S. 30-6-601 is created to read:
11
12 30-6-601. Wyoming energy commission.
13
14 (a) The Wyoming energy commission is created.
15
16 (b) The duties
and responsibilities of the commission
17 are:

2 (i) Developing a Wyoming state energy policy;
3
4 (ii) Developing
and promoting the marketing of
5
both raw and beneficiated products and services;
6
7 (iii) Endeavoring
to assure a reliable, abundant
8 and
affordable supply of energy to meet the needs of
9
Wyoming people, business and industry;
10
11 (iv) Streamlining
permitting timetables for the
12 siting of power plants, transmission lines,
natural gas and
13 other energy pipelines;
14
15 (v) Establishing
transmission power corridors to
16 move Wyoming generated electricity to other
states;
17
18 (vi) Facilitating
and implementing policies to
19 maintain Wyoming's competitive energy
potential as the BTU
20 capital of the western hemisphere;
21
22 (vii) Investigating mechanisms
to encourage
23 energy production and value added energy
development;

1 (viii) Communicating
with other states to

determine how Wyoming can help meet their respective energy
3
needs;
4
5 (ix) Striving to
develop multi-state energy
6
efforts and consortiums as a way to market Wyoming energy;
7
8 (x) Reviewing
and streamlining state rules and
9
regulations relating to energy development projects, while
10 protecting Wyoming's environment; and
11
12 (xi) To
communicate Wyoming's energy potential
13 and willingness to provide to private sector
developers,
14 state and local governments, federal
agencies and utilities
15 dependable energy supplies.
16
17 (c) The
commission shall have up to fifteen (15)
18 members. The commission shall consist of six
(6) members of
19 the legislature, three (3) from each house,
to be appointed
20 by the leadership, two (2) from the minority
party. The
21 remainder of the commission shall be
appointed by the
22 governor with the consultation of the senate
minerals,
23 business and economic development committee
of the
24 legislature.

2 (d) The
commission shall be administered, staffed and
3 audited
by the Wyoming business council. The commission
4
shall be paid per diem in the same manner as the
5
legislators.

7 (e) The
commission shall provide a preliminary
8
progress report to the joint minerals, business and
9
economic development interim committee by December 15,
10 2001.
11
12 (f) This
commission shall dissolve March 1, 2005
13 unless extended by the 2005 legislature.
14
15 (g) The Wyoming
energy commission is authorized to
16 seek and utilize matching grants, private
funding and other
17 federal government grants and assistance to
further the
18 purposes of the commission.
19
20 Section
2. There is appropriated from the general
21 fund one million dollars
($1,000,000.00) to the Wyoming
22 business council for the purposes of
this act.

1 Section 3. This act is effective immediately upon
2
completion of all acts necessary for a bill to become law
3 as
provided by Article 4, Section 8 of the Wyoming
4 Constitution.
