A BILL

JOINT RESOLUTION proposing to amend Article 4, Section 9
2 of
the Wyoming Constitution to modify the partial veto
3 authority
of the governor.

5 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
6 two-thirds of all the members of the two houses, voting
7
separately, concurring therein:
8
9 Section 1. The following proposal to amend Wyoming
10 Constitution, Article 4, Section 9
is proposed for
11 submission to the electors of the
State of Wyoming at the
12 next general election for approval
or rejection to become
13 valid as a part of the Constitution
if ratified by a
14 majority of the electors at the
election:

16 Article
4, Section 9. Veto of items of
17
appropriations.

2 The
governor shall have power to disapprove of any item or
3
items or part or parts of any bill making
appropriations of 4
money or property embracing the general appropriations
5 bills enacted pursuant to Article 3, Section 34 of this
6 Constitution, which embrace distinct items, and
the item or
7 items and part or parts of the bill approved shall
be the
8 law,
and the item or items and part or parts disapproved
9 shall
be void unless enacted in the following manner: If
10 the legislature be in session he shall
transmit to the
11 house in which the bill originated a copy of
the item or
12 items or part or parts thereof disapproved,
together with
13 his objections thereto, and the items or
parts objected to
14 shall be separately reconsidered, and each
item or part
15 shall then take the same course as is
prescribed for the
16 passage of bills over the executive veto.

18 Section 2. The Secretary of State shall endorse the
19 following statement on the proposed
amendment:

4 general
appropriations bills.
