Constitution amendment process.

A BILL
for
1 A JOINT RESOLUTION
proposing to amend Article 3, Section 41
2 of
the Wyoming Constitution to provide that proposed
3 amendments
to the Wyoming Constitution shall not be
4
presented to the governor for approval prior to submission
5 to
the electors of the state.

7 BE IT RESOLVED BY THE LEGISLATURE OF THE
STATE OF WYOMING,
8 two-thirds of all the members of the
two houses, voting
9
separately, concurring therein:

Section 1. The following proposal to amend Wyoming
12 Constitution, Article 3, Section 41
is proposed for
13 submission to the electors of the
State of Wyoming at the
14 next general election for approval
or rejection to become
15 valid as a part of the Constitution
if ratified by a
16 majority of the electors at the
election:

1 Article 3, Section 41. Resolutions; approval or veto.

3 Every order, resolution
or vote, in which the concurrence
4 of
both houses may be necessary, except on the question of
5
adjournment, or relating solely to the transaction of the
6
business of the two houses, shall be presented to the
7
governor, and before it shall take effect be approved by
8
him, or, being disapproved, be repassed by two-thirds of
9
both houses as prescribed in the case of a bill. The
10 requirement for
presentation to the governor under this
11 section shall not
apply to a proposed amendment to this
12 constitution
approved by both houses of the legislature for
13 submission to the
electors of this state in accordance with
14 article 20,
section 1 of this constitution.

2. The
Secretary of State shall endorse the
17 following statement on the proposed
amendment:

This amendment would provide that amendments to the Wyoming

Constitution proposed by the Wyoming Legislature will be
3
submitted to the electors of the state without prior
4 presentment
to the Governor for his approval or
5
disapproval.
