A BILL

 

for

 

 1  A JOINT RESOLUTION proposing to authorize the legislature
 2  to convene special sessions of the legislature.

 3 

 4  BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF WYOMING,
 5 
two-thirds of all the members of the two houses, voting
 6  separately, concurring therein:

 7 

 8         Section 1.  The following proposal to amend Wyoming
 9  Constitution, Article 3, Section 7 is proposed for
10  submission to the electors of the State of Wyoming at the
11  next general election for approval or rejection to become
12  valid as a part of the Constitution if ratified by a
13  majority of the electors at the election:

15         Article 3, Section 7.  Time and place of sessions.

 2  The legislature shall meet at the seat of government at
 3  twelve o'clock noon, on the second Tuesday of January of
 4  the odd-numbered years for general and budget session and
 5  may meet on the second Tuesday of January of the even-
 6  numbered years for budget session, and at other times when
 7  convened by the governor or upon call of the legislature as
 8  herein provided. The governor by proclamation may also, in
 9  times of war or grave emergency by law defined, temporarily
10  convene the legislature at a place or places other than the
11  seat of government. Upon written request to the presiding
12  officer of each house of the legislature by a majority of
13  the elected members of each house, the legislature shall
14  convene in special session.  The presiding officers of each
15  house shall also jointly call a special session for the
16  purpose of resolving a challenge or a dispute of any kind
17  in the determination of the presidential electors. A
18  special session convened at the call of the legislature or
19  for the purpose of the determination of the presidential
20  electors shall not last longer than twenty (20) legislative
21  working days.

23         Section 2.  The Secretary of State shall endorse the
24  following statement on the proposed amendment

 2  The adoption of this amendment would allow a majority of
 3  the elected members of each house to convene a special
 4  legislative session and further allows the legislative
 5  leaders of each house to call a special session to resolve
 6  a dispute or challenge to determine the presidential
 7  electors. The governor's power to call a special
 8  legislative session is not affected by this amendment.
