States Department of the Interior Solicitor's opinion was issued supporting the
Secretary of Interior's directive; and
WHEREAS, the directive and Solicitor's
opinion are still in effect and the State of Wyoming filed a petition to the
new United States Secretary of the Interior seeking review and reversal of the previous
Secretary's directive; and".
