AN ACT relating to school finance; diverting certain school revenues available to school districts directly to the foundation program account, to be distributed to districts through foundation payments; modifying related provisions accordingly; providing for retention of local revenues in excess of foundation payments; modifying scheduled foundation program payments to districts as specified; authorizing payment of property tax refunds from foundation account on behalf of districts; providing transitional payments; and providing for an effective date.
