(a)  On or before December 1, 2002, the department of insurance shall report to the joint labor, health and social services interim committee on rules and regulations implementing this act.

(b)  Notwithstanding section 3 of this act, rules and regulations promulgated by the department to implement this act shall not be effective until on or after April 1, 2003.".
