Joint Judiciary Committee Meeting Summary (May 1, 2002)

The Joint Judiciary Interim Committee met on May 1, 2002 in Riverton.  The Committee met to establish the direction the Committee will proceed in respect to correctional system needs in Wyoming.  The Committee received testimony regarding the Department of Correction’s classification system used to classify inmates in the Department’s custody, recommendations for statutory changes related to probation and parole, and information from a representative of Dominion Correctional Services, which owns and operates the Crowley Facility in Colorado where Wyoming male inmates are being housed.

The Committee discussed options for the Department of Corrections to consider and present alternatives for at the next meeting.  Those issues include:  options available to establish a medium-security prison; increasing the capacity of the Women’s Center; establishing a revocation center; increasing the capacity of the Honor Farm; removal of barriers inhibiting the success of the prison industries program; adding educators at the Women’s Center; means to address the needs of mentally ill inmates; summarizing cutting edge issues in corrections; reviewing elements of the 2002 House Bill 0059; and comparing sentencing structures in Wyoming and other states.

The Committee is considering meeting again in June in Casper to consider the legislative proposal being prepared by the Title 14 Committee and to visit two facilities in Casper.  The timing of the meeting will depend on when the Title 14 Committee has a final working draft ready for consideration.
