Select Committee on Capital Financing and Investments Meeting Summary (September 26-27, 2002)

 

The Select Committee on Capital Financing and Investments met on September 26 and 27, 2002 in Laramie.  The Committee reviewed bills sponsored by the Committee last session.  It also reviewed the State’s investment policy, school capital construction projects including existing bonding authority, local government capital construction financing, state capital construction and major maintenance funding, the University of Wyoming’s facilities plan, the possible securitization of tobacco settlement proceeds, Constitutional debt limits, and the beginning agriculture producer loan program.

 

The Committee requested additional information on a number of topics and will consider draft legislation on the following topics at its next meeting: state bonding authority, constitutional limits on municipal debt, and securitizing tobacco settlement proceeds.  The Committee might also consider legislation affecting the Natural Gas Pipeline Authority and the local government grant and loan program administered by the State Loan and Investment Board.  The Committee will meet again on November 11 and 12, 2002  in Riverton to consider legislation on these items.
