Joint Corporations Interim Committee Meeting Summary (August 27, 2002)

The Joint Corporations, Elections and Political Subdivisions Interim Committee met on August 27, 2002 in Sheridan.  The Committee received testimony on fire and building codes regarding the adoption of the International Code Council (ICC) codes.  The Committee also received testimony regarding dark sky legislation that would give local communities the ability to regulate outdoor lighting.  The Committee heard testimony regarding the impact of the Nebraska local access transport area (LATA) on the price of phone service, including data circuits, for Torrington customers.  Finally, the Committee heard from the Department of Revenue on the problems that exist statewide for GIS mapping of tax entities. 

 

At the next meeting the Committee will work proposed legislation to adopt the International Code Council and to modify plan review provisions.  The Committee will also work SF 73 (2001 Session), which would give communities the option of regulating outdoor lighting.  The Committee directed that LSO staff work with the Department of Revenue to propose legislation that would help resolve GIS problems with special districts.  The Committee will meet again at the end of October (date to be announced) in Casper to consider the legislation referenced above.
