Joint Revenue Committee Meeting Summary (August 12-13, 2002)

The Joint Revenue Interim Committee met on August 12 and 13, 2002 in Cheyenne.  The Committee received testimony from the Department of Revenue regarding valuing land with timber, the valuation of telecommunication tower companies, taxation of manufactured housing, telecommunications property taxes, the request for proposal to update the CAMA system, the Powder River Coal Decision, and the streamlined sales tax project.  Members of the School Facilities Commission met with the Committee to discuss activities of the Commission and the Committee received information on coal lease bonus monies, of which a majority is obligated to the school capital construction account.  The Committee received information on the marketing of natural gas in the Rocky Mountain region and an update on the workings of the Energy Commission.  The Committee received testimony regarding the local option sales taxes and the needs of municipalities and the Committee discussed the distribution of tax monies to local governments. 

 

The Committee considered draft legislation to clarify the sales tax exemption granted for the intrastate transportation of employees to and from work and for freight and property.  The Committee approved sponsoring the bill as a House bill.  The Committee also considered draft legislation to revoke sales tax vendor licenses when there is no activity or reporting made by the vendor.  The Committee asked the Department to redraft the bill to include the authority to place a license on inactive status under certain circumstances.  The Committee also received testimony regarding tobacco taxes and the Committee requested draft legislation increasing the cigarette tax.  The Committee considered an industry-provided draft bill for net-back valuation methodology for oil and gas and requested staff draft a bill for consideration at its next meeting.  The Committee will meet again on November 7 and 8, 2002 in Cheyenne.
