The Committee took a tour of Sheridan County School District #2 Central Middle and Junior High Schools between 8:00 am and 11:00 am. Please see attached Appendix C.

 

Senator Irene Devin, Select Committee Cochairman, called the Committee to order at 11:00 a.m.

 

NOTE:  Please reference the transcripts for all motions and verbatim discussion of school capital construction issues referenced herein.  The transcripts are on file with the Legislative Service Office under Appendix D attached to this report.

 

Election of Chair and Vice Chair:

 

The Committee elected Senator Irene Devin as Chair and Representative Bubba Shilver as Vice Chair.  Senator Devin requested the Committee to consider both herself and Representative Shilver as Co-Chairs.  The Committee agreed to do so.

 

 

Transition Plan:

 

Mr. Nelson reviewed the school capital construction program, specifically the 2002 transition process.  Please see attached Appendix E.

 

Review of Sheridan and Powell School Capital Construction Projects:

 

Dodds Cromwell, MGT, reviewed the preliminary remedy options and cost estimates for Sheridan County School District #2:  Central Middle School and for Park County School District #1:  Powell High School.  The final remedy recommendations will be presented to the Joint Appropriations Committee in July. The Committee requested that estimates be provided using the mid-point range of GSF/Student in establishing cost estimates. 

 

District Facility Planning Process and Immediate Needs Project Review:

 

Dodds Cromwell, MGT, reviewed the process undertaken by MGT in developing the planning process format, guidelines and timetable.  MGT has established a steering Committee, which includes members from school districts, to gather information and provide feedback on the planning process.

 

Mr. Cromwell also discussed MGT's process to review the 12 immediate needs listed by the WDE in December 2001.  These remedies, tentatively, will be discussed in mid-August during a joint meeting of the Select Committee of School Facilities and School Facilities Commission.

 

 

Seismic Evaluation:

 

Mr. Cromwell reviewed the school seismic report and discussed the follow up efforts to estimate remediation costs.  Please see attached Appendix F.

 

School Facilities Commission Update:

 

Commissioner Charles Ware introduced the commission director, Don Bryngelson and updated the Committee on the efforts of the School Facilities Commission. Please see attached Appendix G.

 

 

Committee Discussion and Instructions:

 

The Committee requested that Mr. Cromwell provide a letter clarifying MGT's role in providing consultation to the State and to explain the purpose of the prototypical school plans.  The Committee also requested a joint meeting with the School Facilities Commission to review the remedy options to be developed by MGT addressing the 12 buildings in immediate need. 

 

The Committee was adjourned at 4:00 pm.
