Joint Transportation Committee Meeting Summary

(August 22-23, 2002)

The Joint Interim Committee met on August 22 and 23, 2002 in Cheyenne.  The Committee heard testimony regarding the need for proposed legislation for homeland security issues.  They discussed the Emergency Management Assistance Compact (EMAC) that would allow states to receive and provide assistance to other states during emergency situations.  They discussed the need for the proposed draft legislation on the Hazardous Materials Emergency Response Act, which would provide advanced training for volunteer and paid firefighters responding to hazardous materials spills and accidents.  The Committee reviewed the Enforcement Interstate Response Act proposed draft legislation that would allow the state to enter into agreements with adjoining states to assist law enforcement.  The Committee decided to continue to look at the EMAC and HAZMAT draft legislation and moved to introduce the Enforcement Interstate Response Act proposed draft legislation as a House Bill.  The Committee discussed, and then tabled for more work, the proposed draft legislation for changes to the Public Records Act, the anti-terrorist bill, and the Emergency Public Health Authority proposed draft legislation. 

 

The Committee is planning to meet again the end of October in Cheyenne to consider sponsoring several pieces of legislation to fund multi-lane highways around the state as requested by the Department of Transportation.  The Committee will also consider draft legislation related to graduated driver’s licenses, the unlawful use of diesel fuel, and legislation relating to Homeland Security issues.
