 Dick Gross, Deputy Director and Legal Counsel. Dick has served as Executive Director of the Council of Governor's Policy Advisors of Washington, D.C., legal counsel for Basin Electric Power Cooperative of Bismarck, and legal counsel to the governor of North Dakota. He has received degrees from Marquette University and the University of North Dakota Law School.
