                                (I)  "Light trespass" means and includes a quantifiable measure of luminance, as measured by a light meter, extending beyond the boundaries of the property on which the lighting fixture is located and in excess of limits to be determined by the governing body of each city or town electing to regulate outdoor lighting;

                                (II)  "Glare" means and includes luminance in the visual field that is sufficiently greater than the luminance to which the eye is adapted to cause annoyance, discomfort or loss of visual performance and visibility in excess of limits to be determined by the governing body of each city or town electing to regulate outdoor lighting;

                                (III)  "Sky glow" means and includes the result of stray light being scattered into the atmosphere, brightening the natural sky background level in excess of limits to be determined by the governing body of each city or town electing to regulate outdoor lighting.".
