"Section 2.
(a) The state building commission shall conduct a study on the feasibility of restoring the skylights in the house chamber, senate chamber and the capitol rotunda in the capitol building so that the roof of the capitol will allow natural light to filter through the skylights. The commission may contract with appropriate expertise and professionals as necessary to perform the study. The commission shall report its findings to the management council and the select committee on legislative facilities on or before November 1, 2003.
