AN ACT relating to unemployment insurance; reducing the taxable
wage base on which employers pay unemployment tax; reducing the adjustment
factor threshold; eliminating the existing tax diversion into the unemployment
trust fund; increasing amounts flowing into the employment support fund; and
providing for effective dates.
