Source of Expenditure Increase: If waivers are limited, individuals that would have been eligible to receive the waivers may have to be served by more expensive services such as institutions or nursing homes.

 

Assumptions: What is detailed is the potential cost of serving estimated Assisted Living and Acquired Brain Injury clients in institutions if the waiver services are not available. The table above lists the estimated number of individuals that would have been eligible for the waiver services. Analysis assumes these individuals are Medicaid eligible and costs reflect the state/federal Medicaid match to serve this population.  Potential litigation costs that may occur related to the Olmstead Supreme Court decision are not included in the costs above.
