Source of revenue increase (decrease):
Redistribution of coal lease bonus revenues from School CapCon Account to the proposed local economy infrastructure program account (LEIPA).
Assumptions:
Coal lease bonus revenue estimates based on January 2003 CREG projections. Bill proposes distribution of coal lease bonus revenues of $15 million to LEIPA in FY05.
Funds in the proposed LEIPA are continuously appropriated to the Wyoming Business Council to be used only for grants and loans authorized under the proposed local economy infrastructure program.
