Management Council Meeting Summary (August 18-19, 2003)

The Management Council met in Fort Washakie on August 18, 2003.  The Council met jointly with the Select Committee on Tribal Relations and the Joint Business Council of the Wind River Indian Reservation.  The participants spent the majority of the day touring significant sites on the Wind River Reservation.  The participants also held a meeting to discuss issues of common concern among the parties, including education issues, water development needs, human service issues, and tribal gaming.  The Council met on August 19, 2003 and received an update on the new general research function authorized by the Legislature during the 2003 session.  Research staff requested guidance from the Council relating to function operations and the Council adopted policies related to the prioritization of requests, confidentiality of individual requests, and preparation of anticipatory research.  The Council also selected topics for review. 

 

The Council received an update on school finance and water litigation from the Attorney General and an update from the Director of the School Facilities Commission regarding school capital construction and maintenance projects.  The Council met with the Attorney General to discuss legislative and executive branch constitutional authority related to the distribution of federal funds.  The Council discussed issues related to the operation of subcommittees and approved committee requests for additional funds.  The Director of the Department of Workforce Services provided the Council with an update on agency activities.  The Committee discussed administrative rules and met with the Wyoming Business Council to discuss draft rules to implement the business ready communities legislation approved during the 2003 session.  The Committee approved changes to the legislative laptop computer policy and approved the Wyoming Legislature’s participation in NCSL’s Legislators Back to School Week event.  The Council plans to meet again on October 9-10, 2003 in Gillette.
