AN ACT relating to the administration of government; modifying the distribution of federal mineral

royalties and severance taxes as specified; distributing specified federal mineral royalties and

severance taxes to an account within the highway fund; restricting use of account funds to the

construction and maintenance of multi-lane state highways; providing a definition; conforming

provisions; and providing for an effective date.
