AN ACT relating to public funds; establishing a corporation as a state instrumentality to securitize
specified tobacco settlement proceeds; specifying corporate directors, powers and duties;
authorizing the sale of future tobacco receipts as specified; authorizing the sale of securities by the
corporation as specified; providing for the redistribution of federal mineral royalties, severance
taxes, specified state investment earnings and proceeds related to the tobacco master settlement
agreement; creating an account within the permanent Wyoming mineral trust fund; providing for the
deposit of the tobacco settlement trust account and other deposits to the account; repealing the
tobacco settlement trust account; and providing for an effective date.
