Assumptions:

 

The above estimates are based on a projected 5,000 permits in the first year. The number of permits is expected to increase each year over the projected period.

 

The fees collected shall be deposited in a separate account within the earmarked revenue fund, and shall be subject to appropriation by the legislature to the Department of Environmental Quality to be used for costs associated with:

  1. Surface water quality monitoring and analysis;
  2. Surface water quality modeling analysis and demonstrations;
  3. Other nonoperating costs associated with surface water discharges.
